Chief Minister Yogi Adityanath launches Uttar Pradesh Mathrubhumi scheme
Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath has said with the inspiration of Prime Minister Narendra Modi, the state government has launched ‘Uttar Pradesh Matrubhoomi Yojana’. The state government is currently implementing the ‘Mathrubhoomi Yojana’ in the Gram Sabha.

The Chief Minister expressed his views on the inauguration of ‘Uttar Pradesh Matrubhoomi Yojana’ and award distribution of ‘Mukhyamantri Gram Panchayat Protsahan Yojana’ and laptop distribution program of gram panchayat secretaries under ‘National Gram Swaraj Abhiyan’ at Indira Gandhi Pratishthan. He said that ‘Api Swarnamayi Lanka Na Me Rochati Laxman, Janani Janmabhoomischa Swargadapi Gariyasi’ means mother and motherland are greater than heaven. Wherever the people of Uttar Pradesh live in the country and the world, work should be done to connect them with their roots.
All the natives of Uttar Pradesh who are currently living anywhere in the country or the world and are able and willing to develop their village or area can participate in the Mathrubhumi scheme. Under this scheme, people will have to provide 60 percent of the funds for the development work/project and the state government will provide 40 percent of the land and cost.
Donors will be able to name their ancestors in the plaque for the related development work. Instructing the Panchayati Raj Department, the Chief Minister said that the department should make better use of its portal for development works and create such a system, so that works are done in a transparent manner in the Mathrubhumi scheme and every penny of the funds received is accounted for.
The Chief Minister said that before the year 2017, people knew that if money was sent, people would start squandering the money. So there is no point in sending money. Earlier there was no platform. The state government has made available a platform in the form of ‘Matrubhoomi Yojana’. An arrangement of Rs 30 crore has been made by the state government for this scheme in the budget of the financial year 2023-24.
This amount will be increased as per the requirement in the coming times, so that development works can be completed in all gram panchayats with the participation of the people. It is the responsibility of all the 58 thousand gram panchayats of the state to connect their people with their motherland. During the road show of the recently concluded UP Global Investors Summit-2023, investment proposals worth Rs 05 lakh crore were received from California (USA) alone by the delegation of the state. We have to connect our people with the development of the state.
During the programme, the Chief Minister interacted with two NRIs of the state, Sanjeev Rajouria and Vivek Chaudhary, living in California (USA) regarding the ‘Mathrubhoomi Yojana’. Both the NRIs talked about participation in the development works in their village by linking them with the Mathrubhumi scheme. He said that health services were being provided in remote villages of the State with tele-consultation.
The state government is going to install health ATMs in primary health centers soon. Health ATMs should be installed in village secretariats with people’s participation. The state government has done the work of strengthening the infrastructure in more than 01 lakh 35 thousand council schools of the state through mission rejuvenation.
The Chief Minister said that the government is completing development works at its own level. Along with this, involve your capable and capable people in the development work. In various development works of our NRI villages such as construction of playground, construction of open gym, strengthening of infrastructure of primary schools, providing scholarship to poor students, construction of convention center/barat ghar, installation of health ATM etc. can cooperate. Every gram panchayat should make preparations to take these works forward.
The Chief Minister said that work should be done in the direction of making all the gram panchayats of the state smart and self-reliant. There should be healthy competition among gram panchayats for development works and after that the state government will create healthy competition between villages and cities for development works. All our gram panchayats and cities should be clean. Drains have been made in every village. Garbage should not be collected in the drains.
Garbage should be disposed of systematically. Cleanliness of all drains and drains should be ensured by June 15 before the monsoon. Diseases are controlled by better sanitation. There is no dearth of funds for development works. All gram panchayats should carry forward the development work with honesty in the stipulated time.

Various works like laying of bar, construction of good roads, better drainage system, LED street lights, construction of village secretariats, deployment of computer operator and BC Sakhi in village secretariats, delivery of pure drinking water to every house are being conducted. . Chief Minister’s Gram Panchayat Awards have been given to 370 gram panchayats of the state today for cleanliness, technology and development works.
The Chief Minister said that every village of the state should become smart and then achieve the goal of self-reliance. The resources of the Gram Panchayats should be used in such a way that the Gram Panchayat can speed up the overall development with its own resources and implement public facilities. In this way, Gram Panchayats will have to work towards making themselves self-sufficient. The work of providing pure drinking water to homes is being done by the government through Har Ghar Nal Yojana. Gram Panchayats should do the work of management and water conservation of Har Ghar Nal Yojana through user charge. Pure drinking water is a powerful means of preventing water-borne diseases.
In village secretariats, through computer operators, works like copying of income, caste, residence certificates and Khasra, Khatauni are being conducted, due to which Gram Panchayats have been empowered financially. This amount is being used for various works like honorarium of computer operator. In this way, Gram Panchayats can move towards self-reliance.
The Chief Minister said that in order to fulfill the Prime Minister’s goal of e-governance, through this program, under the Rashtriya Gram Swaraj Abhiyan, the work of digitally empowering Gram Panchayats was done by distributing laptops to 3,145 Gram Panchayat Secretaries of the state. Is. Now the work related to Gram Panchayat will be able to proceed systematically through laptop. Technology is the biggest attack on corruption, but technology should not be misused.
Earlier, the Chief Minister gave away the Mukhyamantri Gram Panchayat Incentive Award for the year 2022-23 to the village heads of 10 gram panchayats who got the best marks in the state. Along with this, laptops were distributed to 10 Gram Panchayat Secretaries under Rashtriya Gram Swaraj Abhiyan.
Addressing the program, Deputy Chief Minister Keshav Prasad Maurya said that on the call of the Prime Minister and on the instructions of the Chief Minister, Amrit Sarovars have been constructed in all gram panchayats. On the occasion of International Yoga Day on 21st June, the people of the Gram Sabha should organize a program on the banks of Amrit Sarovar.
He said that all the villages of the state can be established as smart villages. The state government is making efforts in this direction. The village head should ensure that all the eligible people of the village get the benefits of the development schemes. All the people are getting the benefits of various development and public welfare schemes without any discrimination.
Finance and Parliamentary Affairs Minister Suresh Kumar Khanna said that the attitude and thinking of the people towards Uttar Pradesh has become positive in the last 06 years. Uttar Pradesh is emerging as a model state in the country and the world. Pravasi Indians will get a chance to connect with their home, village and region by joining the Mathrubhumi scheme.
