Minister Anil Rajbhar talks tough on child labour

Lucknow: State Labor and Employment Minister Anil Rajbhar said that while identifying the hotspots of the districts most affected by child labor, action should be taken to declare them child labor free by completing various processes in a phased manner. By adopting on-line tracking system for identification and rehabilitation of bonded labor, the cases of bonded laborers should be regularly monitored and their disposal should be done soon.

He directed the departmental officers to continue the inspection proceedings in their respective districts so that the needy could get the benefits of important schemes of the government in time.

The Labor Minister was reviewing the works of the Labor Commissioner Organization and the UP Building and other Construction Workers Welfare Board at Tilak Hall in Naveen Bhawan. On this occasion, he said that in order to provide quality and purposeful education to boys and girls and orphans of registered construction workers, the work of completion of Atal Residential Schools should be done expeditiously as well as the quality of building construction should also be taken care of. He assured the departmental officers that all possible efforts would be made to get the problems faced in giving benefits of departmental schemes to the needy at the earliest.

In the meeting, Additional Chief Secretary Suresh Chandra, while discussing the progress of departmental works, said that by amending the UP Shops and Commercial Establishment Rules, 1963, the establishments/shops without employees have been made free from registration and to employ employees. Shops and commercial establishments with one-time registration have also been exempted from renewal on payment of fee for 15 years.

Chandra informed that the government notification has been issued regarding distillery by revising the wages of workers in sugar and distillery industry and increasing the revised inflation rate per unit. After the revision of wages, the workers of sugar mills will get about Rs 78,000 (Rs seventy eight thousand) as arrears and about Rs 2000/- per month for different categories of workers, while the workers working in the distillery industry will get Rs. 69000/- and different categories of workers will get the benefit of salary increase of Rs.1450/- (Rupees fourteen hundred and fifty) per month.

Additional Chief Secretary Suresh Chandra informed that action is being ensured by inter-departmental coordination regarding the smooth implementation of the arrangements made under the new inspection system. In this regard, after holding regular joint meetings with the officials of the Labor Department and Factory Division, action is being taken to identify the points of the problem after discussing the problems being faced in effectively implementing the Central Inspection System.

Labor Commissioner Shakuntala Gautam informed that all action is being taken online under the scheme of Labor Department. The budget provided by the government under the scheme has been made available to all the concerned areas. He said that after discussion with various stakeholders and departmental officers regarding the rules of Child and Adolescent Labor (Prohibition and Regulation) Act 1986 as amended in 2016, revised rules have been prepared and made available to the government. Under the Bal Shramik Vidya Yojna, against the target of total 2000 beneficiaries of the state, at present 1595 children have been covered under the scheme and benefit has been given.

The officers present in the meeting informed about the various activities conducted by the Labor Department in their circles and districts and said that 100% compliance of the instructions given by the Minister will be ensured in today’s meeting.

On this occasion, Minister of State for Labor Department, Manohar Lal Panth ‘Mannu Kori’ Special Secretary, Prem Prakash Singh, BOC Board Secretary, Shikha, Additional Labor Commissioner Sarju Ram, besides Labor Department and UP Building and other Construction Workers Welfare Board. Senior officials were present.
