National capital to play host to second conference of Chief Secretaries

Lucknow: The second conference of Chief Secretaries will be held in New Delhi in January 2023 with the theme ‘Developed India – Reaching the Last Mile’.

Twelve sub-themes have been identified for the conference. Uttar Pradesh has been designated as the lead state for the sub-theme ‘Creating an enabling ecosystem for women’s safety and empowerment’.

A working group of 18 States/UTs has been constituted for this sub-theme. A conference on creating an enabling ecosystem for women’s safety and empowerment was organized by the Government of Uttar Pradesh in Lucknow.
The learning and findings of this conference will be presented before the  Prime Minister during the Chief Secretary Conference.

In the conference, Chief Secretary of Uttar Pradesh  Durga Shankar Mishra said that the target of India becoming a developed nation by 2047 has been set by the  Prime Minister. Our progress will be incomplete if we ignore the 50 per cent of the population of women. Their safety and empowerment is very important and this day-long workshop will focus on best practical solutions that can be adopted to ensure safety and empowerment of women.

During the conference, the Chief Secretary stressed the need to inculcate values ​​and ethics in children right from childhood through development of gender-friendly curriculum in school education, teacher training and curriculum. She also highlighted the importance of identifying dark spots using technology and surveillance to strengthen the safety of women and girls in public places. He also shared the example of Anti Romeo Squad in reducing eve-teasing and harassment of women and girls in public places like schools, parks, malls. He also talked about Mission Shakti and said that this scheme is making a difference.

Secretary, Women and Child Development Department Anamika Singh said that as part of the preparation for the workshop, Uttar Pradesh organized meetings with the concerned departments and stakeholders in the month of November itself, in which issues, challenges and suggestions related to women’s safety were included. They held technical sessions on strengthening women’s safety, women-centric legislation, tools and schemes for women and strengthening community and citizen engagement with a focus on social behavior change, in which senior officials of the working group shared best practices, Shared challenges, issues and emphasized on moving forward in the field of women’s safety and empowerment.

Director, Women’s Welfare Manoj Rai said lack of gender friendly environment, low rate of prosecution and complexities in legal system, rigid patriarchal norms, gender stereotypes, low participation of women in economic activities and labor force are the major challenges.

Dr. Zakari Adam, Chief of UNICEF Field Office Uttar Pradesh said that right from childhood we should focus on providing security to women. Let us ensure that there is no gender discrimination and gender based violence right from childhood. We also realize the power of teenagers, they can be role models for children.

Dr. Ashutosh Pandey, ADG, Uttar Pradesh presented UP’s work in scaling up prosecution interventions and best practices, which has also contributed to achieving the first position in conviction rate across India.

Secretary MWCD Govt of India  Indevar Pandey also appreciated the initiative of UP Police/Prosecution Department to increase the prosecution rate. Especially in cases of crimes against women and children. He also informed that from the existing district level hub, women empowerment hub will be taken up to the block level as well. He said that a comprehensive portal for Mission Shakti would also be launched for more effective monitoring of various schemes related to women’s safety and empowerment.

The conference was attended by the Secretary, Ministry of Women and Child Development, Government of India, other senior officials of the Ministry and representatives of 18 States/UTs (Andhra Pradesh, Arunachal Pradesh, Assam, Andaman and Nicobar Islands, Delhi, Gujarat, Haryana, Jammu and Kashmir, Kerala, Ladakh , Madhya Pradesh, Nagaland, Rajasthan, Telangana, Tripura, Uttarakhand, West Bengal and Uttar Pradesh) and Additional Chief Secretaries/Principal Secretaries participated.
