Smarter UP. RERA functioning through Artificial Intelligence in e-Courts to be a reality

Leveraging the emerging technologies, the Authority is planning to achieve an efficient, fair, explainable, and speedy processing of complaints filled.

 A step to minimize human intervention and create an automated system in the Real Estate Regulatory Authority

Lucknow:  Gautam Buddh Nagar Uttar Pradesh Real Estate Regulatory Authority (UP. RERA) has invited Expression of Interest (ROI) from Indian consulting/Information Techology firms for Conceptualizng. Developing and Implementing an Intelligent Quasi-Judicial Decision-Making System (Smart Court).

U.P. RERA wishes to leverage emerging technologies such as artificial intelligence (AI), machine learning (ML) and natural language processing (NLP) for designing, developing, and implementing an “Intelligent Quasi-Judicial Syd-Smart Court, that would enable the Authority in achieving an efficient, fair, explainable, and speedy processing of complaints filed.

Artificial Intelligence (AI) is a technological ability to efficient and productive sales performance of a complex task which significantly required human intelligence by leveraging the capabilities of big data, machine learning, neural networks, pattern cognition, self- learning, predictive analytics, data science, and natural language processing approaches.

The pandemic has led to a surge in digitization of the e-Courts system with cation of virtual courts, and adoption of online dispute solution mechanisms. Apparently, Al will be a  key technology in scaling up and strategizing the capabilities of online platforms.

Further, the capabilities of machine learning / deep learning algorithms can be deployed to support  activities like: scheduling hearings and creating cause lists, to more complex tasks like discovery and review of evidentiary documents.

Other simpler tasks which can benefit from the use of AI/MI. Include interventions at the level of smart complaint filling, Intelligent prioritization of cases or notifications and tracking of cases.

Eventually, in the process of enhancing the Quad-Judicial system, Al technology will promisingly contribute to building three major categories of systems namely, supportive systems (kukan-support-advise) for the users of Quasi-Judicial systems, function-based automation systems (place humans who perform routine jobs and acts) and autonomous systems (support Presiding Offices in decision making).

The Authority has  advertisements in national dailies of Hindi and English languages. The ROI Document containing the details of qualification criteria, submission requirement, brief objective & scope of work and evaluation criteria etc. can be downloaded from the web. Last date  of ROI is 26 May and may  go up. The concerned may submit their proposals using the online form made available on the UP. RERA web portal.

Eligible organizations meeting the qualification criteria will be invited for presentation before the committee of U.P. RERA. Subsequently, a Request for Proposal (RFP) may be led by U.P. RERA for procurement.
