Speedy approval of maps on online building plan approval on the cards

Lucknow: A Time limit / automatic forwarding system has been set for disposal of applications received for approval of maps on the on-line building plan approval system. Giving information in this regard, Principal Secretary, Housing and Urban Planning Department, Deepak Kumar said that for the implementation of on-line building plan approval system, the mandate issued to bring about uniformity and transparency in the determination of the process of map approval and the fees, dated 20 June 2019 a period of 30 working days has been fixed for approval of maps.

In order of the requirements made for online building plan approval under the Ease of Doing Business in BRAP-2020, making partial modifications in the provisions of the said mandate, the time of 15 days as per the guidelines of BRAP-2020 for high-risk maps- The conditional provision to be approved under the limit has been made by the mandate dated 18 November 2020.

In this order, the time limit / automatic forwarding of applications received for approval of maps on the on-line building plan approval system under the permissions of the Uttar Pradesh City Planning and Development Act, 1973 has been okayed. Effective building construction and development by-laws and other relevant mandates have also been given.

According to the arrangement, if the objection/recommendation is not forwarded at the junior engineer level within a maximum of 3 working days, it will automatically be forwarded to the assistant city planner/assistant engineer level.

Similarly, at the level of Assistant City Planner / Assistant Engineer, after automatic forwarding of the report / automatic forwarding to the city planner / executive engineer, if the objection / recommendation is not forwarded within a maximum of 1 working day. At the city planner/executive engineer level, 1 working day in the case of competent approval under the mandate dated 20 June 2019 and as per the arrangement given in the revised mandate date 18 November 2020, after self forwarding of the assistant city planner/assistant engineer. Issuance of objection/disposal of the case otherwise, in case the objection/recommendation is not forwarded, automatically forward at the main city planner level. Issue of objection in 2 working days in case of competent approval as per the arrangement given in the order dated 20 June 2019 and revised mandate dated 18 November 2020 in maximum 2 working days after the report/auto forwarding of the city planner/executive engineer at the chief city planner level. In case the objection/recommendation is not forwarded, automatically forwarding at the level of Secretary/Additional Secretary. Automatic forwarding if the objection/recommendation is not forwarded within a maximum of 3 working days after the Chief City Planner’s report/automatic forwarding at the Secretary/Additional Secretary level. At the vice-president’s level, after self forwarding of the Secretary/Additional Secretary’s report, arrangements have been made for disposal of the case in maximum 5 working days as per the arrangement given in the mandate dated 20th June 2019 and the revised mandate dated 18th November 2020.
