Lucknow: Recently many incidents have come to light where illicit liquor has been found to being sold illegally in bottles similar to that of country liquor bottles by persons involved in the business of illicit liquor. This not only affects the state revenue, but also results in the loss of precious lives. In view of this and taking a serious note of the recent hooch tragedy in Agra, the State government has decided to conduct a 12-day special enforcement drive against illicit liquor throughout the state from 26.08.2021 to 06.09.2021.
Sanjay R. Bhoosreddy, Additional Chief Secretary Excise has directed all the Divisional Commissioners/Deputy Inspector Generals of Police/Commissioner of Police/ District Magistrates/SSP/SP to constitute joint teams of SDM, C.O. and Excise Officers for 12-days state wide special enforcement drive against manufacture and sale of illicit liquor and for the inspection of excise shops throughout the state. Hon’ble Chief Minister has directed to invoke Gangster act and NSA against persons involved in organised crime of illicit liquor besides attachment of the property of such criminals. During the drive, the joint teams will conduct a thorough inspection of excise shops and shall also verify the bar code and Q. R. code of the stock. Apart from this, these teams will conduct raids at suspected places of manufacture and sale of illicit liquor and will ensure strict action against the persons found involved in these illegal activities.
Sanjay R. Bhoosreddy, Additional Chief Secretary Excise has also directed that strict action shall be taken under the relevant sections of IPC and Excise Act against the criminals involved in trade of ilicit liquor. During this period, checking of tankers will also be ensured in view of the possibility of theft of alcohol from the tankers. Checking of suspected dhabas and hotels on national state highways will also be done. Special vigil will be maintained in the areas without liquor shops In view of the possibility of illicit liquor trade in such areas. During the drive, people will be made aware about the loss of life due to consumption of illicit liquor through advertisements and posters.
Senthil Pandian C., Excise Commissioner has also issued directions to the field Officers of the department for strict implementation of the above instructions. Joint Excise Commissioners and Deputy Excise Commissioners have been directed to monitor the enforcement drive and take strict action against the personnel who are negligent in their enforcement duties. During special enforcement drive, no leave shall be allowed to any officer or employee without prior permission.
Under the ongoing special enforcement drive, preventive action is being taken by the joint teams of administration, police and excise in the districts. During the drive in district Ghaziabad, 5 cases of illicit country liquor of Haryana state were recovered and 3 persons were arrested from the spot. In Pratapgarh district, 75 litres of illicit liquor were recovered while conducting a surprise raid, one accused was arrested and case was registered against him. In district Gautam Budh Nagar, 444 quarters of Miss India brand, 70 litres of spirit and huge quantity of empty bottles, fake lids and labels were recovered from a liquor shop. Action is being taken to cancel the license of the concerned shop. During the search of a house in district Mirzapur, 101 quarters of illicit liquor were seized and case was registered against the accused under relevant sections of Excise Act and IPC. 42 litres of illicit liquor were recovered in Amethi, and case was registered against 4 persons.
In district Agra, recovery of 10 litres of adulterated liquor and 22 quarters of Fighter brand illicit liquor was made and one accused was arrested and a case was registered against him under various sections of IPC and section 60A of the Excise Act. In district Kushinagar, a Bolero vehicle, along with 120 cans of illegal spirit, large quantity of bottles, lids, fake labels and QR codes was seized from a madrasa and two accused were arrested. During checking in Agra district, 225 cases of illegal foreign liquor of Haryana were seized from an Eicher canter and case was registered under relevant sections of 60 Excise Act as well as IPC.
Under the enforcement drive, in Basti district 02 tanker drivers were arrested while stealing ENA from the tankers carrying alcohol from Harianwa Distillery, Hardoi to IGL Gorakhpur . In this action, 650 litres of ENA in 13 plastic cans having 50 litres each were recovered and 03 vehicles including 02 tankers and a pickup were seized. Apart from this, 01 DCM in Ayodhya district was seized while recovering 80 cases of illegal foreign liquor were and a case was registered in Patranga police station under relevant sections of the Excise Act and IPC.
In Ghaziabad district, 91 quarters of illegal country liquor for sale in Haryana state were recovered and one person was arrested.
It has been informed by Senthil Pandian C., Excise Commissioner, Uttar Pradesh that strict action will be taken against the persons involved in the manufacture, sale and smuggling of illicit liquor, they would not be spared under any circumstances.
