U.P. Minister reviews preparedness of state for paddy purchase

Lucknow:  Minister of State for Cooperation (Independent Charge)  JPS Rathore reviewed the departmental preparations for the upcoming paddy purchase under the price support scheme in the office room located in the main building, Secretariat.

In the review meeting, setting up of purchase centers, geo-tagging of purchase centers, appointment of transport contractor and handling contractor, availability of funds for paddy purchasing center, availability of sacks, execution of contracts with rice mills, bank guarantee of mills and a detailed review was done on the affiliation of purchasing centers with the mills etc.

In the paddy procurement year 2022-23, the three purchasing agencies of the Cooperative Department, namely PCF, UP Co-Operative Union Ltd. and UP Consumer Co-Operative Union, purchase work through various centers mostly on Primary Agricultural Credit Cooperative Societies (PACS) located at Nyaya Panchayat level. The work of procurement of paddy will be conducted by setting up a purchase center.

This year, 156 purchasing centers in relation to 1693 purchase centers approved by PCF last year, 209 purchasing centers approved by UP Co-Operative Union Ltd. last year and 209 purchasing centers approved by UP Consumer Co-operative Union Ltd. last year against 413 purchasing centers visited, only 146 purchase centers have been approved so far this year.

The Cooperation Minister expressed displeasure over the approval of less purchase centers this year as compared to last year and directed to get all the purchase centers approved immediately.

In the review meeting, all the purchasing agencies were directed by the Cooperation Minister to open cent percent purchase centers relative to the target and instructed that according to the purchase policy, all the preparations should be completed by the due date as per the prescribed time table. Registration of farmers should be ensured by contacting more and more farmers through purchase centers.

For this, farmers should be made aware and encouraged to make mandatory registration on the Food Department’s portal www.fcs.up.gov.in. In order to facilitate the purchase of paddy, a centralized toll free number-1800-180-5551 of all cooperative purchasing agencies has also been issued by the Co-operative Department, through which farmers will be able to get the solution of the problems arising in the sale in a time bound manner. It was also directed by the Minister that regular and effective monitoring should be done by computerizing all the complaints.

In this ambitious scheme of the government, the department is determined to provide the benefit of price support scheme to every farmer and especially small, marginal and small farmers will be benefited from the said scheme. Chandrakala and Managing Directors of all the three purchasing agencies of the department along with other concerned officers. participated.
