Uttar Pradesh to toe Centre line on vehicle scrap policy
Lucknow: In UP, before April 1, 2023, there is a preparation to send all 15 year old vehicles to scrap. The Yogi government will implement the scrap policy of the central government in the state as well. The Union Ministry of Road Transport has issued a draft notification for the states. Under this, all 15 year old vehicles of the Central and State Governments will have to be scrapped.
This rule will also be mandatory for the buses and other vehicles of the Corporations and the Transport Department. According to the notification of the Ministry of Road Transport, the UP government is preparing to convert 15-year-old private vehicles as well as vehicles engaged in departments into scrap. Milestones have been fixed for this.
Notification of exemption of 15% and 10% tax has also been issued.
Under Milestone-1, a letter has been issued in RVSF issued on January 23 regarding the conversion of government and semi-government vehicles of 15 years or more into junk. On November 28, 2022, notification has been issued for 15% road tax for private vehicles and 10% tax exemption for commercial vehicles when they become 8 years old. The process of one-time exemption on pending tax of old vehicles is going on. All the office bearers have been asked to give information about 15 years old vehicles of their department by February 5. So that further action can be completed.
Rs 300 crore will be given after achieving the target.
An amount of Rs 2000 crore has been fixed for the promotion of scrap policy. This amount will be available to the states on first come first serve basis till March 31. The State has to achieve Milestone-1 and Milestone-2 to become eligible for incentive grant under this scheme. After achieving each milestone, the Ministry of Road Transport and Highways will pay Rs 300 crore to the state government.
Target set in Milestone-1
Under Milestone-1, it will be mandatory to issue government orders to scrap all government owned vehicles older than 15 years in RVSF. This order should be issued by the department in front of the state government. In which the required number of vehicles in all departments, local bodies, undertakings etc. is clearly mentioned. Which will be scrapped and by when they will be disposed of through RVSF. Apart from this, giving motor vehicle tax concession to vehicles. They will also ensure grant of one-time waiver of pending liability on old vehicles decommissioned in RVSF for at least one year.
Target will be completed in Milestone-2
Under Milestone-2, all government vehicles older than 15 years will be scrapped as per the selected criteria. The total number of vehicles canceled under this should be at least equal to the number of vehicles specified in the government order issued by the state government. All vehicles should be scrapped at RVSF only.
The scrapping of these vehicles should be completed within the time limit mentioned in the government order and the proof of scrapping in the form of Certificate of Deposit (COD) should be shared with MORTH.
